Terms and disclaimers
Last reviewed 29 July 2026
These terms apply to this website and to applications made through it. Please read them before you apply. If anything is unclear, call 010 035 0558.
1. The programme is free
The SME Development Programme and the Cooperatives Development Programme are fully funded by INSETA. No fee is charged to applicants or participants at any stage: not to apply, not to be assessed, not to attend, and not to receive a certificate.
Nobody acting for this programme will ask you for money, for your banking details, or for a One-Time PIN. If someone does, they are not acting for this programme. Report it on 010 035 0558 or info@pmskillshouse.co.za.
2. Applying does not guarantee a place
There are 70 places across the two programmes. Applications are assessed against the published qualifying criteria and final selection is made by a selection committee.
Meeting the qualifying criteria does not guarantee selection. Places are limited, and the committee may take into account the overall composition of the group, sector spread and programme objectives. The committee's decision is final. We are not able to enter into correspondence disputing the merits of a selection decision, although we will always explain the process followed.
Submitting an application does not create any contract, offer, or entitlement to training, funding, mentorship or any other benefit.
3. Application window
Applications open on Saturday, 1 August 2026 and close on Monday, 31 August 2026.
Late applications cannot be considered, and applications that are incomplete at the closing date cannot be assessed. This is a condition of the funding, not a preference of ours.
That said, we will help you complete an application if you are struggling. Contact us before the closing date and we will do what we can. No applicant is turned away for struggling with documents or with this website.
4. Accreditation and what you receive
Please read this section carefully, because it explains exactly what you receive and what you have to do to receive it.
The training on both programmes is accredited. On successful completion of the required assessment you receive a Statement of Results and a Certificate of Completion.
Attending the training is not by itself enough. Both outcomes depend on you completing the assessment successfully, and attendance requirements apply. The awarding of an accredited outcome is subject to the rules of the relevant SETA and quality assurance body and is not at our discretion. We cannot issue a Statement of Results to someone who has not met those requirements, however well they attended.
Alongside the modules, the programme includes applied simulations in which participants run a working business through a series of scenarios. These are part of how the programme is taught rather than a separate qualification, and the simulations used on each stream are listed on the programme pages.
The programme is funded by INSETA. The accredited training is delivered by PM Skillshouse under its accreditation with the relevant SETA. If you would like written confirmation of the accreditation, and of the qualification or unit standards involved, before you apply, ask us on 010 035 0558 and we will provide it.
5. Programme content may change
Module titles, durations, sequence, content, the applied simulations and delivery dates are indicative and may change. Content is refined in response to participant needs and funder requirements.
The preferred delivery mode you choose on the application form (in-person or virtual) is indicative only. The final delivery mode, venues and dates are confirmed by the programme, and may be adjusted for reasons including venue availability, group size and public health requirements.
We reserve the right to amend, postpone, reduce or discontinue any part of the programme where funding, regulatory or operational circumstances require it. Where that happens we will tell affected participants as soon as we reasonably can.
6. Your responsibilities as an applicant
- Give information that is true, accurate and complete. You confirm this when you sign or tick the declaration.
- Make sure your email address and mobile number are correct. We use them to tell you the outcome. We cannot be responsible for an outcome notification that does not reach you because the contact details given were wrong, or because a mailbox was full or treated our message as spam.
- Only submit documents you are entitled to submit.
- If you apply on behalf of someone else, make sure they know and agree, and that you may share their personal information with us.
Providing false or misleading information, or a forged document, will result in the application being rejected, and may result in removal from the programme if already selected. Because this is publicly funded, serious cases may be reported to the funder and to the relevant authorities.
7. Eligibility is assessed by people, not by this website
This website accepts your application; it does not decide it. If you answer that you do not currently meet a qualifying requirement, the form will still let you apply and will warn you. That is deliberate. Your circumstances may be about to change, or the answer may need discussion.
Equally, being allowed to submit the form does not mean you have been found eligible. Eligibility is confirmed by staff against your documents.
8. Roles of the partner organisations
INSETA funds the project. The Gauteng Enterprise Propeller manages it. PM Skillshouse delivers it. Each organisation is responsible for its own part. Publishing their names and logos here reflects their role in this project and does not mean any of them endorses any content on this site beyond the programme itself, nor that they are responsible for the acts of another partner.
9. This website
We work to keep this site available and accurate, but we cannot guarantee it will be uninterrupted or error-free. If the site is unavailable when you want to apply, or an upload fails, this must not cost you your application: email your form and documents to info@pmskillshouse.co.za and projects@fin-uwezo.co.za, or call 010 035 0558, before the closing date.
To the extent permitted by law, we are not liable for indirect or consequential loss arising from use of this site. Nothing in these terms limits any right you have under the Consumer Protection Act or POPIA, or excludes liability that cannot lawfully be excluded.
10. Personal information
How we handle your personal information, including your ID number and uploaded documents, is set out in our privacy and POPIA notice. Please read it before you apply.
11. Intellectual property
Training materials, workbooks and digital tools provided during the programme remain the intellectual property of PM Skillshouse or its licensors, unless we tell you otherwise in writing. Where the programme says a tool is yours to keep, you may keep and use it for your own business. You may not resell, relicense or commercially redistribute programme materials.
Partner names and logos are the trade marks of their owners and may not be used without permission.
12. Governing law
These terms are governed by the laws of the Republic of South Africa.
